Dr. Charles Dolan is the Vice President of Clinical Operations at TidalHealth, a leading health system based in Salisbury, Maryland. With a career spanning over three decades, Dr. Dolan has been at the forefront of healthcare leadership, demonstrating a steadfast commitment to excellence in patient care and organizational management.

Before his current role, Dr. Dolan served as the Associate VP of Clinical Operations at TidalHealth, having joined the organization in 2020 as the Director of Ambulatory Surgical Services. His extensive experience includes directing divisions of Patient Care Services, Acute Care, Orthopedics and Sports Medicine, Business Operations, Risk Management, and Human Resources across various esteemed Maryland hospitals and private healthcare practices.
In his role as VP of Clinical Operations, Dr. Dolan oversees the system-level direction of ambulatory surgical services, pharmacy, radiology/medical imaging, and laboratory medicine. His academic credentials includes, holding a Doctor of Health Sciences degree in Organizational Leadership and pursuing a Ph.D. in Health Sciences, expected in 2025. He also possesses an MBA in Healthcare Administration and a Master of Science in Human Resource Management, with an undergraduate degree in Health Care Administration.

Dr. Dolan’s commitment to professional development is evident through his multiple certifications, including Lean Sigma Six (Master Black Belt), healthcare risk management (CPHRM), healthcare quality (CPHQ), and human resources (PHR). He is a Fellow of the American College of Healthcare Executives (FACHE) and contributes to the academic community as an Adjunct Associate Professor at Wilmington University.
Beyond his professional endeavors, Dr. Dolan is deeply rooted in community service. With over 30 years as a paramedic, he continues to serve as a volunteer paramedic with the Salisbury Fire Department and plays a vital role on the Salisbury Paramedic Foundation’s Board of Directors. His dedication to healthcare and the community is unwavering, making him a distinguished leader and an asset to TidalHealth and the broader healthcare sector.
