Kingman is a 45-year veteran of the fire service. From 2010-2021 he was a member of the Greater Naples Fire Rescue District in Collier County (FL) where he served as Fire Chief and Chief Executive Office.
Since completing his tenure with the uniformed service, Kingman serves as a Senior Leadership Consultant with Tenzinga Consulting, specializing in leadership and organizational development, conflict and communications management, and employee performance management.
Kingman is Principal owner of Emergency Services Management Group, LLC. ESMG provides several technical and educational consulting services including leadership training, profession development coaching, team building, communications training, promotional testing, and interview preparation training for individuals seeking employment and promotion opportunities.
Kingman additionally serves as a Government Analyst II with the Florida Division of State Fire Marshal. In this capacity he functions as a member of the Special Hazard Incident Response Team, provides technical assistance on legislative issues, represents the Office on the State’s Domestic Security Coordinating Group, and provides leadership training statewide.
During his career, Kingman served on the Board of Directors of the International Association of Fire Chiefs, Southeastern Association of Fire Chiefs and Florida Fire Chiefs Association. Kingman participated on several professional boards and councils including the Knox® Rapid Access Advisory Council, Special Districts National Advisory Board, Global Public Safety Solutions, Emergency Services Consulting International, and “A Safe Havens for Newborns”.
Kingman holds a bachelor’s degree in Public Administration from Barry University and Associate of Science degree in Fire Science Technology from Broward College. He is a graduate of the Weldon Cooper Center for Public Services LEAD program at the University of Virginia and the Florida Fire and Emergency Services Foundation Emergency Services Leadership Institute. In 2005, Chief Schuldt received designation as Chief Fire Officer from the Center of Public Safety Excellence.
In 2013 Kingman was selected as the Florida Fire Chiefs’ Association Fire Chief of the Year, and was recognized by Florida’s Chief Financial Officer and Fire Marshal as the State Fire Chief of the Year in 2014. In 2021 he received the Key Fire Hose Leadership award by the Southeastern Association of Fire Chiefs Association in recognition of his service to the Association.
Kingman speaks nationally on leadership development, organizational management, and communications. Kingman and his wife Mary, reside in Plantation, Florida. Together they have two grown children, and a grandson.
