With a professional commitment spanning over 31 years, Chief Ruiz's journey began as a full-time firefighter in Sandusky, Ohio. His administrative duties as Fire Marshal, which commenced in 2006, saw the implementation of multiple risk reduction programs, some of which garnered national interest. Chief Ruiz's career took him to Michigan in 2014, where he served as the Fire Chief at Bedford Township, Michigan for approximately two years, before assuming the role of fire chief for the Perrysburg (OH) Fire Division. His retirement as fire chief for the Perrysburg Fire Division marked the end of dedicated service to a community of approximately 22,000 citizens and 36 firefighters, covering 14 square miles.
Chief Ruiz's academic and professional journey is a testament to his dedication and competence. He is a proud FSEDI alum, having been a member of the “First Class” in 2013. He holds a Master of Business Administration (MBA) degree specializing in public administration from Columbia Southern University, a Bachelor of Education degree from the University of Toledo specializing in public affairs and community services, and an associate degree from Owens College specializing in Fire Science. His completion of the National Fire Academy Executive Fire Officer Program (EFO) in 2011 and his Designations through the Center for Public Safety Excellence (CPSE) as a Fire Officer, Fire Marshal, Chief Training Officer, and Chief Fire Officer (CFO) further underscore his competence.
Chief Ruiz served as Chair of the IAFC's Professional Development Committee and is currently co-lead of the IAFC Diversity Executive Leadership Program (IDP). He has been a guest speaker for several FRI, NFPA, CPSE, and other national conferences featuring risk reduction programs, wicked issues, and officer development leadership training.
Chief Ruiz is now the president of RMC-Resource Management Consultants, a company that specializes in conducting police and fire assessment centers. RMC is also a member of the Maxwell Leadership Certified Team, which specializes in coaching, speaking, training, and behavioral assessments for the business world and conducts assessment centers for fire and police departments around the country.
