Tom Jenkins is a Senior Advisor / Research Manager with UL's Fire Safety Research Institute (FSRI). He is focused on the National Emergency Response Information System. Prior to joining FSRI, he served as a career firefighter for over 26 years, retiring as Fire Chief for the City of Rogers (AR), after leading the organization for 15 years. He holds a Bachelors degree in Fire Protection and Safety Engineering from Oklahoma State University and a Masters degree in Public Administration from the University of Oklahoma. Chief Jenkins is a 2006 graduate of the Executive Fire Officer Program at the National Fire Academy in Emmitsburg, Maryland. He is a credentialed Chief Fire Officer and Chief Medical Officer from the Commission on Professional Credentialing. In 2003, he was recognized as a Harry S. Truman Fellow. He has served on the Industrial Advisory Board for Oklahoma State University's Fire Protection and Safety Technology Program and served as an adjunct professor for both Northwest Arkansas Community College and Drury University until 2022.
Chief Jenkins has numerous published works in a wide array of online and print publications. He has an extensive speaking and teaching history, with presentations delivered at numerous national and international venues and events relating to public safety. He serves on the NFPA 1710 (Standard for the Organization and Deployment of Fire Suppression, EMS, and Special Operations to the Public by Career Fire Departments) committee and is the Chair of NFPA 1960, Fire Hose. Previously he served on the IAFC Homeland Security and Terrorism Committee, and IAFC Firefighter Safety Through Advanced Research (FSTAR) working group.
He has served the director for the Arkansas Chapter of the Firefighter Cancer Support Network (2012-2014) and has been appointed by the Governor to serve on the Trauma Advisory Board, Safe Schools Commission (1 & 2), and Firefighter Cancer Benefit Review Board. Chief Jenkins was the 2017-2018 President of the International Association of Fire Chiefs and served on the Board of Directors for the IAFC from 2015-2019 in various capacities. Chief Jenkins is a member of the PulsePoint Foundation Advisory Board, Executive Board of the International Fire Service Training Association, Board of the International Fire Service Research Center and Policy Institute, and Advisory Board for the National Fallen Firefighters Foundation. Chief Jenkins also served as an appointed member to the Homeland Security Advisory Council in 2020 and was appointed to the Federal Emergency Management Agency National Advisory Council in 2023.
